Library Card
Who can get a library card?
- All residents, of any age, who live in the city of Dyersville.
- All residents of cities and/or counties that have a contract for library service with the James Kennedy Public Library.
- All those whose taxes provide financial support for library service at an Iowa library that participates in the Open Access program.
- Library Cards may be issued to businesses which are owned by an individual and are located in Dyersville; or are located in a city and/or county that has a contract for library service with the JKPL.
- Library cards may be issued to schools, daycares, senior centers and other similar institutions that are located in Dyersville; or are located in a city and/or county with a contract for library service with the JKPL.
Who cannot get a library card?
- Residents of Dubuque County whose city or county does not provide for library service.
- Legal entities such as partnerships or corporations.
Are there different types of library cards?
Yes, there are. There are full-service and basic service cards.
Full-service
Full-service cards entitle the card holder to the following benefits:
- Borrow any physical item available in the library that is eligible for check-out
- Place holds on items that are currently checked out
- Request to borrow items through Interlibrary Loan (ILL)
- Use the public computers for free
- Use of all of the library’s digital collections (eBooks, eAudio, eMagazines, streaming movies)
- Use of all of the library’s digital resources and databases (Mango, Hoopla, BRIDGES, Freading, Kanopy & more).
These library cards are issued to the following people:
- Those who live within the Dyersville city limits
- Those who live within the city limits of one of the towns that contracts with the JKPL for service.
- Those who have purchased a membership.
Basic service
Basic service cards entitle the card holder to the following benefits:
- Borrow any physical item available in the library that is eligible for check-out
- Place holds on items currently checked out for a fee of $1.00 per item
- Use the public computers for a fee of $1.00 per 30 minutes
These library cards are issued to the following people:
- Those who live outside the Dyersville city limits
- Those who do not live within the city limits of a town that contracts with the library for service.

Tell me about a membership
A membership entitles the card holder to all of the benefits of a full-service library card. However, residents of Dubuque County whose taxing body does not provide for library service are not eligible to purchase a membership.
Fees:
- $60.00 for an individual for the entire fiscal year (July 1-June 30).
- Or pro-rated at $5.00 per month and calculated from the month of payment to the end of the fiscal year.
- $120.00 for a household for the entire fiscal year (July 1-June 30).
- Or pro-rated at $10.00 per month and calculated from the month of payment to the end of the fiscal year.
- Fees may be waived for those who meet Federal Income Assistance Guidelines. Anyone interested in this waiver may contact the Library Director for more information.
How to apply for a library card:
- Applicants must fill out an application form, which can be obtained at the library.
- Applicants must provide at least a full name, address, and phone number.
- If applicants are younger than 12, the signature of either a parent or legal guardian is required on the application.
- A "Welcome to the Library" postcard will be sent to the new card holder via the United States Postal Service. If this postcard is returned, the library account will be blocked until confirmation of the address is received.
